Native American Bank’s New Markets Tax Credit (NMTC) program helps economically underserved communities attract private capital by providing investors with a federal tax credit.
Our Community Development Division (CDD) focuses its New Markets Tax Credit allocations on healthcare facilities, childcare facilities and infrastructure related projects serving Native American communities, with emphasis for those located within Reservations.
examples of our high-impact New Markets Tax Credit Allocations
Native American Bank’s Community Development Division (CDD) deployed $50 million in New Markets Tax Credit allocations from 2024-2025 and 100% of the projects were located in Indian Country. The combined allocations supported total project costs of approximately $150 million that focused on healthcare facilities, childcare facilities and infrastructure.

Santo Domingo Pueblo
We provided $9.0 million of our New Markets Tax Credit allocation to support the construction of a new 22,000 sq. ft. childcare center in Kewa, New Mexico that will be named the Kewa Childcare and Family Engagement Center. The center will be managed by Santo Domingo Pueblo.

Navajo Tribal Utility Authority
We provided $7.5 million of our New Markets Tax Credit allocation for the Navajo Tribal Utility Authority (NTUA) to provide safe wastewater treatment and disposal services in Kayenta, Arizona. Because the town is a tourist destination in the Navajo Nation, the upgrades will not only serve under-resourced families, but also support economic growth and activity in the community.

Confederated Tribes of the Colville Reservation
We provided $15 million of our New Markets Tax Credit allocation for the Confederated Tribes of the Colville Reservation in eastern Washington state to build a new healthcare facility in the town of Omak. The center will provide exams, dentistry, physical therapy, behavioral health services and more, in a modern facility that also addresses cultural needs.

Winnebago Tribe of Nebraska
We provided $10 million of our New Markets Tax Credit allocation for the Winnebago Tribe of Nebraska to build a childcare and workforce development center in rural Winnebago, Nebraska. For young people, the center will provide cultural activities, play space and technology. Parents of those children will also have access to job training and other support services. This project will also be supported by an additional $10 million in tax credit allocation from the Chickasaw Nation Community Development Endeavor.

Native American Community Clinic
We provided $8.5 million of our New Markets Tax Credit allocation for the Native American Community Clinic to build a new medical building that will serve the urban Native American community in the Twin Cities. The clinic will provide a range of medical behavioral health needs with a full range of healthcare, as well as traditional and cultural healing services. It will also include affordable housing units, which are separately financed.
New Markets Tax Credit-Related Loans
NAB brings extensive experience in financing projects that utilize New Markets Tax Credits. Our commercial lending solutions can serve as source loans in NMTC leverage structures and provide tailored construction financing for projects benefiting from NMTC investments.

Lac Courte Oreilles
Native American Bank, in partnership with Bay Bank and a consortium of non-profit lenders, provided a $20 million loan to the Lac Courte Oreilles Band of Lake Superior Chippewa which was used as leverage into an NMTC structure and ultimately to finance a new facility for the Lac Courte Oreilles Community Health Center. The Health Center is an Indian Health Service (IHS) facility owned by the Lac Courte Oreilles Band of Lake Superior Chippewa and serves the Tribe and surrounding communities in Sawyer County, WI. The 60,000 sq. ft. facility offers primary care, dental, optometry, physical therapy, behavioral health, pharmacy, community outreach, and diagnostic imaging.

Gerald L. Ignace
Native American Bank and Bay Bank provided a $4.8 million loan to the Gerald L. Ignace Indian Health Center in Milwaukee, Wisconsin that was used as leverage in an NMTC structure which allowed the organization to purchase the private equity ownership shares of their existing 40,000 sq. ft. facility – allowing them to take full ownership of their facility. The Gerald L. Ignace Indian Health Center (“Ignace”) is a non-profit 501(c)3 that operates a health clinic for Native Americans in the Milwaukee area.

Red Lake Trading Post
Native American Bank provided a $6.5 million loan to Red Lake Inc. which was used as leverage into an NMTC structure which was used to finance the construction of the 26,000 sq. ft. Red Lake Trading Post store. Red Lake, Inc., a tribal enterprise of the Red Lake Band of Chippewa Indians, operates the Red Lake Trading Post- a full-service grocery store, convenience store, laundromat, and restaurant located on the Red Lake Nation Reservation in Minnesota.

Pawnee Nation
Native American Bank provided $16.4 million in loans to the Pawnee Nation of Oklahoma for construction, working capital, and to provide capital for leverage into a NMTC structure for the Pawnee Nation Behavioral Health Facility on the Pawnee Nation of Oklahoma’s Reservation. The facility, in a medically underserved rural area, offers in-depth assessment, counseling, and psychiatric care with culturally informed providers.

Turtle Mountain
Native American Bank provided a $10 million loan to the Turtle Mountain Recovery Center which was used as leverage into a NMTC structure to finance the construction of the Center. The Turtle Mountain Recovery Center is a culturally based residential and outpatient treatment center for substance use disorder for members of the Turtle Mountain Band of Chippewa Indians.
