New Markets Tax Credit (NMTC) Allocations and Loans

Government Guarantee Programs
Where appropriate, we work with organizations to utilize government guaranteed lending programs that offer added flexibility and more favorable terms than can’t be obtained without such support.

Indian Loan Guarantee Programs
The Division of Capital Investment (DCI) helps American Indian and Alaska Native (AI/AN) tribes and individuals obtain fair interest rates for their financing needs. DCI also helps Tribally-owned businesses and organizations overcome challenges that can make traditional loans harder to obtain.
We utilize the following loan guarantees on a regular basis for customers who qualify:
- Indian Loan Guarantee Program
- Indian Loan Insurance Program (primarily for loans $250,000 or less)
Tribal Housing Activities Loan Guarantee Program (Title VI)
The Title VI Loan Guarantee program allows recipients of Indian Housing Block Grant (IHBG) Funds to use current and future fund allocations as a means of leverage to obtain HUD guaranteed financing. Recipients of IHBG funds can be Tribes, Alaska Native Villages, or Tribally Designated Housing Entities (TDHEs).
We are an approved lender and utilize the following loan program for customers who qualify:
- HUD Title VI Loan Guarantee Program
SBA Loan Guarantee Programs
The U.S. Small Business Administration (SBA) helps small businesses with guaranteed loans. The loans range from small to large and can be used for most business purposes, including long-term fixed assets and operating capital.
We utilize the following SBA loan guarantees for customers who qualify:
- SBA 7(a) Loan Guarantee Program
- SBA 504 Loan Program
USDA Loan Guarantee Programs
The U.S. Department of Agriculture (USDA) helps low- to moderate-income individuals and businesses to obtain affordable financing in eligible rural areas and are tailored to meet various needs.
We utilize the following USDA loan guarantees for customers and properties that qualify:
- USDA Business & Industry (B&I) Guaranteed Loan Program
- USDA Community Facilities (CF) Loan Guarantee Loan Program
AIDEA Loan Participation Program
The Alaska Industrial Development and Export Authority (AIDEA) offers various financing programs to help Alaskan businesses start, expand, and create jobs.
We are an approved lender and utilize the following AIDEA loan programs for customers who qualify:
- AIDEA Loan Participation Program
Tribal Governments State Small Business Credit Initiative (SSBCI)
SSBCI provides states, territories, Washington, D.C., and Tribal governments (Eligible Jurisdictions) funding for:
- Small business financing programs and
- Technical assistance to small businesses applying for SSBCI and other government programs
Small business financing programs that SSBCI funds may be used to support include capital access programs, loan participation, loan guarantee, collateral support, and venture equity programs.
We partner with various Tribal SSBCI programs and are open to partner with your Tribe’s program, contact us to discuss opportunities with our commercial lending team.

Section 105(l) Leases
Section 105(l) of the Indian Self-Determination and Education Assistance Act (ISDEAA) provides that Tribes and Tribal organizations carrying out Federal functions under a self-determination contract or self-governance compact may enter into a lease agreement with the Department of the Interior (DOI) for the Tribally owned or rented facility used to carry out those functions.
Under a Section 105(l) Lease, DOI negotiates with the Tribe or Tribal organization on eligible expenses for use of the facility to carry out the contract or compact function.
We have utilized this program as a primary source of repayment for customers who qualify.
